We all agree on the need for a lasting plan to support disadvantaged communities and places. But what exactly should levelling up involve? What should be the concrete policies for jobs, for skills, for regeneration? We will debate what should be covered in the forthcoming Spending Review and the Local Recovery White Paper. Beyond that, what should a lasting plan for recovery look like?
